It is possible that AT&T could end up with some of the spectrum, but then Apple would have to add hardware to a future version of the iPhone for it to access it. Seeing the iPhone access the 700 mhz spectrum anytime time soon, say withing two years, is extremely unlikely, as Apple usually waits for technology to mature before making it part of their portfolio.
